They are involved (technically, they can fly there and interact). The OP just permits allowances to certain IDs so that they can interact in the same way.

Correction - they can only PIRATE. and cant demand full cargo (with recent sanctions) as allow contraband line.

The only factions who can treat transports as combat targets are;
GRN (if the hauler is an entity that is hostile to Gallia - Lib/bret corp for example)
and XA (because they are XA).

Everyone else is to pirate.

Contraband demanding is not piracy encounter, isnt? I mean, in piracy you demand part of commodity for self profit. When you demand contraband you demand all cargo to destroy it and damage enemy logistic and economy.
