I don't believe GC nor Unioners have a claim.
The only entry points are in Rogue/Hacker/Xeno ZOI and connects Rogue/Hacker/Xeno ZOI so in my opinion should be free for them.
And any lawful/BH group in the same respective ZOI

They are in GC ZoI aswell. So if that is the reason why Rogues need to get it and GC doesn't, you will need a better arguement though.

Also its far better to give more factions reason to be there from a purely gameplay point.
