A copy of the Bases File is taken, modified with the new location, then the existing Base is destroyed and the modified File is placed in the Base File. So effectively the Ships are moved with the Base. Practical: No, the ships seem to be in the base at first, but after docking out they are close to the old position. This is frankly one of the most over-dramatic comparisons I've ever seen someone make to a Discovery staff team. It's 500 million credits, not twenty US dollars. Fees for extraordinary (noun meaning "very unusual or remarkable", literally "outside of the ordinary") requests are in credits. This has always been the case as far back as the days of requesting to buy a system circa 2007 or so. SRPs have a fee in credits. Unique ships have a fee in credits. Official faction requests have a (refundable) fee in credits. It's money sink in some cases, but it's a commitment check in all of them.
