Clarification on what is meant by "reaching a desired outcome":
If you're participating as a particular side in order to sway the outcome of the event itself, then that is "reaching a desired outcome". Vote Yes

If you're just participating in the event regardless of the outcome (whether it is a variable outcome or a pre-determined outcome). Vote No

You should have also asked "would your participation in the event be to influence the outcome if it could be?" and run that vote.

Just for fun Rp/pvp events are fine, but each one is a chance to have a more measured conflict with activity that involves more players and lets in game battles determine the overall outcome.

I see people worrying about points and payouts and it seems like we shouldn't rely on just kill numbers to influence outcomes because it gets complicated keeping track of it all (and is too easy for unrealistic gains by VHF's).

I think if players could have more meaningful events more often, they would. I don't really find it worth it to put time into events that are just for fun, when the same activity could be turned into a meaningful event.

Factions that are weak basically get thrown on the chopping block anyways...so why not add a challenge system? Weaker less populated factions would become consumeable by larger ones, at least to a degree. If the Seps are going to lose a base, just allow a siege of the place. In theory if a small faction shrank to one last base, they could still be brought back with enough effort. Sometimes though, it would allow for more to do. I prefer long sieges that last days, thats a well balanced siege. With high enough numbers, they could all be long sieges that fairly give both sides time to try.

If the Seps/HF want to make a stand, those bases could be buying ammo of some kind instead. And if repair ships could just add HP to anything you hit regardles of IFF, ship or base, these situations would be balanced enough to be fair, and last a while.
