Edit: Just done another calculation. 30 heavy BSs, all firing pulses, will get the shield down in about 1,000 seconds, which is about 17 minutes.

For lore reasons we can't really include anyone and no one else really knows about it. It's solely bretonian knowledge. It wouldn't make sense for GRE or Molly's to randomly show up as I know some players would love to mess with this idea. Sure the gathering wouldn't go unnoticed but the sheer amount of ships would be the greatest deterrent ever let alone Harlow fleet is stationed in Newcastle.
So if something was made of this. It would be Nomads vs Bretonia
And if there were Wilde involved it would be ex-SIS/BIS ships.
