Complication of the rules will only cause even more difficulties and disagreement, both among players in game and administrators when processing sanctions. Straightforward rules are good rules.
So... Hmm. Don't forget that traders who managed to dock to the base are allowed to continue to their flight though the system (point 3.2). Purely for the sake of trading, yah, but isn't that what you need when you trade, right? And tips about the armor are really might be the case. Though, CAU8 isn't entirely advisable, I think. As my personal practice has shown, if you are really looking for a middle ground between free cargo space space and hull durability, then HAU4 will be quite enough. And CAU6 in turn is really suitable for frigates (Salvager, Raba, Scarab), I think, that have offensive potential. A-and don't be damn cheapskates – mount at least UAU on your trains.
