Ah I see - a big bulk of the Royalists you were allied to are now part of The Gallic Union and adapted.
The Gallic Royalists are just a NPC faction of current small group of splinter Royalists that refused to join/stay in the Union - so if it's based on alliance with the people back in the day then neutral/open with Union sounds about right.
