Agreement On Military Factory No. 23
Preamble
As both the Kingdom of Bretonia and the Empire of Rheinland have suffered substantial losses during foreign and and internal wars alike, and with an increase in participation by Samura Heavy Industries in economic affairs of other Great Houses, the combined signatories of this treaty aim to bring about the creation of a major military-industrial complex on Planet Sprague that will produce equipment and valuable material for export and internal use by the three parties.
Economic Articles
- Daumann Heavy Constructions (Further: Daumann) agrees to construct an industrial complex with the purpose of producing armaments for use by the lawful authorities of the Kingdom of Bretonia and for export to trusted partners on Planet Sprague;
- Samura Heavy Industries (Further: Samura) agrees to assist Daumann in the construction of the industrial complex on Planet Sprague by dedicating twelve transport ships towards the transportation of materials necessary throughout the construction phase;
- The Kingdom of Bretonia (Further: Bretonia) agrees to cover all expenses suffered by the two aforementioned parties during the construction and planning phases respectively;
- Military Factory No. 23 shall have a maximum of 30,000 employees at any time, with potential for future expansions, that are to be recruited from the populace of Planet Sprague. Daumann, as per outlined requests, shall delegate up to 1,000 personnel for dedicated production lines of Rheinland armaments and munitions;
- Military Factory No. 23 shall be split into two major production lines: heavy military equipment (such as and including warship weaponry for use by the Armed Forces) and light munitions & armaments. Foreign employees, with the exception of a handpicked crew of Daumann maintenance technicians, will be barred entry into the section containing the heavy equipment production lines unless agreed on by BMM representatives. Daumann personnel, in coordination with representatives of BMM, will coordinate the safe and professional management of production lines for light munitions and armaments;
- Production output of heavy military equipment will be directed in full towards Bretonia. Production output of light munitions and armaments will be redirected as follows: 45% for use by Bretonia; 35% for export by Daumann towards partners; 20% towards Samura for export or usage. These percentages may be amended at any time should all parties agree. Meetings about the production output of the complex may be made at any time, by request, by any of the signatories.
- The signatory parties agree to not disclose sensitive information about Military Factory No. 23 without the approval of all other signatories to provide rigid security measures.
- The security of the facility will be provided, in full, by the Bretonia Police Authority, with support from the Royal Bretonia Navy and Daumann.
- The signatory parties retain the right to oversight and internal investigation in case of an industrial accident.
- Daumann retain the sole right to direct security measures, restrict access to and vet security clearance for anyone in and around the Rheinland Munitions production line section.
- Daumann will provide additional armed security measures around the Rheinland Munitions production line in the form of our own armed security.
- Bretonia will sign a exclusive maintenance contract with Daumann for the entire machine park and their support systems, at Military Factory No. 23, lasting 20 years, with an option of a 5 year extension. Daumann will use third party consultants, such as BMM, for machines that is not normally within Daumann's portfolio.
- Bretonia will provide a adequate work-visa program for Daumann employees, estimated Daumann workforce will be up to 4000 during construction, and up to 1,200 during normal operation.
- Bretonia will provide zoning for a Daumann campus, containing office, recreational areas, storage and residential area on Planet Sprague, with enough land to build a small star-port for private shuttle services in addition to the aforementioned installations. Daumann will cover the cost of said land purchase. Daumann will cover the cost of office construction and any other construction cost on its campus. Daumann will use at least 75% native work-force during the construction of its campus in order to support the local economy.
