Is there someone who would be willing to act as the antagonist; perhaps some one with some deep pockets in an Rheinland unlawfuls or a piratical group, who'd be willing to create a bounty or some kind of 'counter' event at the same time?
That way, both sides can use the opportunity to create some fun. Looks like a golden opportunity for a would-be crime boss to organise some mischief.
And besides... Do you really need a financial incentive to create a bit of chaos?
