A Zoner built a PoB right on top of another Zoner's PoB not too long ago and I would say that the owner of the original PoB in that location was fully within their right to siege that newly-built station-upon-their-station. You can't realistically define every edge case. PoB sieges also have a day to kick in so if someone posts something egregious there is time to say "Nope, this siege is invalid" and prevent disaster. As of right now, it explicitly says that ZoI is the fundamental requirement.
