Come to gallia, we need people there who really want to RP. I also happent to be starting an RP heavy faction there...
And as the RP there is relatively uncharted there is more freedom, isnt that nice?

I'm afraid no new nomad faction is possible nor was it ever planned. According to my knowledge when the Keepers were created it was said that no new nomad faction would ever exist. As for RPing a nomad, you can RP with us whenever you see one of us, or try to RP your trial on your own. If this is the time that you can usually come online then yeah..you're in a bit of a bad position as not many of us are here around this time, we have two or three people from this timezone but they don't get together in game much, and Keepers flying on their own usually results in a fast gank so we avoid that. Either way, any other questions you might have can be answered by myself, Exile or Treewyrm so you're free to PM us if you wish.

So if I can prove myself to the keepers/admins as a good nomad, i can just have nomad rep/guns/ships without being in the keepers?

Guns, ships, nope, nomad rep can be given only to very very special chars. For example Zapp's LNS-Tundra, but I wouldn't count on it. Its almost impossible to achieve and you can only get it with permission from the Keepers.
Edit: Either way, joining Keepers even through closed recruitment would be easier than getting nomad rep on your own.
