Haha, well, in any case, mate, rules of conduct are pretty much not engaging fighters in a cruiser, and listening to orders from higher ranked Navy players.
That's pretty much it. Though, I concur with Casero. There's already too many Liberty cruisers around. But I don't concur with Casero regarding Kusari, since I've heard many complain that it's too quiet.:P
