Camera ships exist outside the RP environment of the server.
If you are going to RP, you can not use them.
They are only for use by people who need photos/movies for use in media that they are creating.
They exist outside RP.

It is just a way around a brick wall in the game mechanics for his RP.

Was this Capricom or Capricorn? I seem to remember encountering you in the Badlands, but as far as the specifics of the RP... I can't really recall. Just wondering.
Either way, it's an interesting bit of RP and I'd like to follow how it develops. Also, I could see how having that vessel could be severely annoying, seeing as the last time I saw you, you tried to RP your story and a handful of LNs simply decided to fly through the middle of the badlands and destroy you for "having Rogue tag". Have you heard back from the Admins yet?

I don't think we should have ghost ships. Firstly, where would one acquire such a ship that makes sense in-RP?
And personally, while I have nothing against your RP, I don't think we should open the door to people roleplaying Ghosts and Vampires and other unholy beings in a sci-fi space RP. I just don't think it's necessary.
My recommendation is to use roleplay to fill the gap that they game cannot. It's been working for you so far, no?

I think a ship with blow off parts would be the bast for this.
get someone to blow it off, and when you get damaged uncheck the blow-off component from the repair-all list.
