I know that in the reputation table it says mission. Any mission is good. Thus if you don't find a mission in manhattan; look for a mission in another base/planet.

I finished before yesterday. Also It doesnt show the level requirment.

When you finish the storyline, all it does is put mission in the requirement slot. You just do whatever you want after you return to Liberty after defeating the Nomads. There is nothing else. As he said, if you don't find jobs on Liberty, find them elsewhere.
Also, there is no new story.
