That's not true at all. I've had that happen several times, including one where I found the late Razr's Blood Dragon Cruiser parked on that Battleship that used to be in orbit of the dead planet in northern Leeds...I believe the term 'Joyriding' would be well applied to what I did that day. is it possbile to have ID of anyone else? I mean, if i reinstall game or just delete my old is there a chance to get generated ID same like any other player at server ?

From what I've read in the post, yes its possible. However I never have experienced it myself.
