Hoodlum. He's on break from being an Admin, he does not lead the Phantoms, and he couldn't act by himself (the Admin team never came to a consensus to ground the Phantoms, therefore it wasn't a valid act as Admin).
The third point is what I think he meant, I'm not 100% sure.
