An Indy genrally will not ask for the ship.He/she will take it, And Yell foul play if its restricted in anyway.

so why don't you make a rule then,where the indieplayer have to ask the Fraction leader(s) first ? I think that would be possible or not ?

And that was a proposed server rule. Factions can't make such a rule themselves. The only thing they can do is punish capships that act OORP (out of role-play).

Btw, the acronym "RP" is bugging me a bit in your proposal, because it's established for "Role-play".

The problem is with the players, not the ship's they fly, If capital ships were restricted, they'd all fly something different and be tools in their new ships.

Edit: the idea has some merits, but should be entirely optional to player factions / groups to roleplay their fleets.
