Both the Hackers and the Rogues are parties involved in it, as well as willing Junkers. Cryer can produce a cure all they want, but until that point the Outcasts have a serious interest in the Libertonian economic system. They aren't all OORP either, some of the Gunships in Liberty actually conduct themselves quite well, the sad part is that they are few and far between. Got to love this community. Let me address a few points you guys have brought up. Yes, there are many Liberty factions, I realize this. But it is also the most populated house by far. While this is an unlawful group, this is not pirates like Rogues and Lane Hackers. They are basically revolutionaries that have taken an extreme approach. A lot like the Xenos, but committed to socialist philosophy. Also, this isn't meant to be a very public thing. Think RAF and IRA, they kept a low profile. The goal isn't to take over Liberty militarily, the goal is to disrupt through the outlined methods the business of the Liberty corporations so their meddling in the Liberty government ceases.
