That actually funnels people elsewhere, you would see a huge drop in players in NY. Only reason why NY is still so popular is because it's still the n00b place and full of people. Divert a chunk load of those people and you have a good solution.
I'd say at least try it anyway. It isn't that hard to do.
Is it possible to make Penn a one way system? for example... You start there and then once your ready to leave you pick one of several JG's that lead to a House system? Once you leave Penn you cant go back of course to prevent people from using "Easy Travel"

guys really, liberty is the only house a new player can start in, unless we re-gear all houses to be equally low level.
currently we have variants to all house fighters that are comparable(all able to mount high level weapons), the vanilla ones would need to be nerfed and raised to be equal as well, while being the price of liberty ships.
if this was achieved, new players, whatever house they started in, would be able to work their way up the houses ship ladder, and you'd fight similar strength NPC's in rhineland as you would in bretonia and liberty.
lots of tweaking around numbers for every factions ships and guns, not fun
