illegality and legality depends on the space you re in. some goods have a large area to be considered illegal, others a very limited area.
so the NPC dromedary that is hauling artifacts around the edgeworlds is NOT smuggling.

I've seen Zoner Guard IFFed and IDed ZBTs carrying slaves in their cargo and it made me really angry, but there was nothing we could do about it.
Council will have to deal with these issues and proclaim some of those trades illegal unless we want Zoners to gain bad reputation among the Houses. It is not in our nature to do trade that harms anyone else.
As for all other contraband same rule applies:
It is contraband only in Houses that proclaimed it to be illegal and if Zoner gets caught carrying it he/she cannot expect Council to protect him/her.
Anyone can carry anything in space where there is no law (border worlds).
Not to mention that Zoners should avoid trade within House space in general. Sometimes we have to go through them, but they are not supposed to be our final destination!

Get a Adv. Train, a Slaver ID and bring cardi to Rochester or Buffalo or anywhere in that sector.
And why does so many ppl powertrade in zoner whales?? At least 75% of them could use a corporate to make their route. My trader is a RepEx Adv. Train and using the route I use, I make about as much money I think as most of them.

here is the catch...
if you smuggle as a zoner, - depending on what you smuggle, you might end up being shot down by other zoners. - especially zoners depend on their reputation. - if a whale full to the rim with cardamine is caught - it gets the zoners into serious trouble with the corsairs ( if the corsairs get to know about it )
so zoners will either hush it up - or make sure that this individual will have made his last smuggling route for some time.
a zoner whale heading straight to manhattan with cardamine for example will cause so much trouble in a political sense - that official zoners will distance themselves from such a pilot.... eventually rendering this pilot to be be some sort of "fugitive" - and fugitive is still deadly in the edgeworlds. ( as is stated in vanilla rumors - zoners stick together or die - when they expell one of theirs - this one enjoys NO protection anymore )
when its a CoZ member, the CoZ is to be instructed - and can be dealt with. - when its NOT a coz member.... the coz might "turn a blind eye on this one" - and those that wanne enforce "justice" might do so.
it wouldn t be uncommon for the zoners to "sacrifice" one of them to safe the whole from a political desaster - especially when its one that is not beneficial for their community.
but keep in mind - just cause a smuggler was caught doesn t mean that those that might cause political trouble really get to know about it. - the LPI won t run to the corsairs and tell them that they caught a zoner with cardamine! - and the corsairs won t know about it either - UNLESS they were present or have reliable informants ( like junkers - but junkers wouldn t pass such information unless there s something in for them )
its all a rather complex web of interactions - and one gotto stay in char to take it to a real beneficial RP occasion.
