Imo, if the ex-Spaniards are to recover their civilization, they must also abondon being unlawfuls. That won't happen for obvious reasons.

One - the Maltese economy is based almost entirely upon cardamine export. If they can't smugge it, they lose cash and can't buy new toys or even sustain themselves.

Two - the Corsair economy is based upon (in varying magnitude) piracy and artifacts smuggling. If they don't steal, they don't live. Crete doesn't produce food either... so...

However... A peaceful time and diversification of income sources would likely lead to people on both planets going into less-basic activities.

What do you mean it's not Hispanic? Isn't that the proper term to describe them, regardless of whether or not we're on Earth? I refuse to use the term Hispanian, just like I refuse to use the term Gallian.

Plus, as unlikely as this is, I would actually be interested in doing this as well. I just have to figure out how to fit it in with all my other factions.

By the way, how would the Coalition respond to this? They worked hard to separate the Hispania, so if someone tries to reunify the Corsairs and the Outcasts, then what would they do? Would they be outright hostile with the people trying to reunify the two?

Wouldn't work for a few reasons..

If by some miracle the OC & Sairs put aside their differences ( which is doubtful) It would cause a serious imbalance in the game. Think of it, The OC & it's allies, siding up with the Sairs & their allies ( of course both would loose a couple, but not enough to effect it) There would be nothing to stop the domination of Sirius from the families of the Hispania. I really don't see anything that could stop them from mowing all opposition down .

The strength of the Corsairs/Outcasts is very debatable. I mean both in terms of infocards as well as ingame relations.

Infocards say Outcasts are supermen, but relatively few. Corsairs being relatively many and posessing sophisticated technology.

However

How does an economy based solely on robbery and smuggling of one commodity match up against a developed industrial base like... the Liberty or Kusari ones? I don't question the quality superiority of neither Malta not Crete, but in terms of industrial power they'd get defeated in a war of attrition. Just speculation though
