I've seen one ship of the Kusari one around in New Tokyo and Honshu. I think the idea is that these services are there to spy on their declared enemies and help the Police/Military with their jobs, and don't enter their allies/neutral parties territory. Looking at the IDs carefully, they are, rules wise, like a combination of the Police and the Navy/Military of the Houses, with all the 'good' qualities of both and none of the 'bad' ones (they can demand contraband anywhere they can go [unlike the Navy/Military factions who can only do so outside 'Core' systems], and they can leave the Core systems {unlike the Police Factions}). So really, they are less restrictive than either. The LSF is a bit different, in that it's more well established. It's also not the "Liberty Intelligence Service," though it is the intelligence gathering arm of the Liberty Military. It's primary mission however, is securing Liberty space. It's gotten focused on Nomads as well thanks to the events of the original Single Player game, a focus that the other three wouldn't have. The ID may not state such, but the LSF really shouldn't be in Kusari, Bretonia, the Omegas, Sigmas or Taus. Omicrons, sure (though not Alpha and Gamma, which is already in the ID [at least according to the proposed version, don't know if that made the final mod...]). Maybe the next version of the ID should make that explicit, maybe not. As far as technology use, the ID doesn't really have to state "Only Liberty or Civilian" as the supplementary technology rules (http://spreadsheets.google.com/pub?key=p35cvpJ90upJbuLWZO7oTLg) already basically state that, though I do note that the LSF has some white cells, whereas the other three do not...But they are rather similar other than the spelled out portions of the non-LSF versions. So yes, the LSF has somewhat less restrictions (though not really, it just seems that way), because it's been around since the beginning of Freelancer, have their own NPCs and IFF (as has been pointed out) and are the most fleshed out. The other three weren't even in previous versions of the Mod. In RP, maybe they are newer arms of those governments, or maybe just smaller. Remember that Liberty is the richest of the 4 original Houses, and so could fund their military better. My .02 of your chosen currency, for what it's worth. They are primarily there, to recon the house, Rheinland is at war with, fight the Wild and operate outside the ZoI of the Military but does some similar work there. |
