I have made some modifications to the Faction, i hope that this time will be better.

I will say this: Youre faction will probably not go official unless the people in it have legitimate names. You will notice most official factions have the naming convention [tag]firstname.lastname but there are some exeptions in the clan sometimes.

People who "failed the entrence exam" I don't really see getting the title of "Fleet Admiral" (usually considered a higher title than Admiral, when the head of the LN is only an Admiral...). At the very most a reserve fleet would have ranks up to Captain or Commodore or something, from which point up they would be under the command of the regular LN.
Also, why would a reserve force of sub-par officers be such a great "secret" kept by the President?
Looks like shaky RP foundations to me. I think you need some serious reconsiderations to decide who you are inRP before you start deciding what ships and things you're going to be flying and doing in game.
Also, have you PMed Jihad Joe regarding this? You really ought to discuss this with him before making any firm proposals here, as you would need to fit any faction like this very carefully around the LN, which means it is essential politeness to talk to him about it first for his opinions and to avoid stepping on his toes.
