That's the point, yes. Its a Bretonian, and patriotic, company, but not a nationalized company.
The distinction here is that Bowex and BMM are -owned- by the Empire of Bretonia. They're funding Bretonia, rather than, say, high income taxes. Planetform, on the other hand, is a company which works for Bretonia. Or, stricktly speaking, for Bowex(the client in the two terraforming deals) which is an appendage of Bretonia.
Point in interest, Government Funded is the wrong term. Its a for profit enterprise producing products. Its market funded, and funded by Liberty as well as by Bretonia, but its clients are the Bretonian Colonial Authority..and whomever is in charge of paying for terraforming in liberty.

@Unselie: Thank you, that clears up alot. *begins reading history* im just not normally a fan of the wiki, there are a few things wrong in it and some stuff is still missing, but that is expected. so we did most of our work by forum, a little on the wiki. and a little on planet/base info cards in game.

And it is pretty obvious that I am a Planetformer, I ran around with a Planetform Signature for ages + have the Link in my Sig. My Skype Name is shown on my profile, but just to say it, it's Chris (Gloucester).
Then again a few Questions:
Why are you using the Bretonian Bomber and Fighter? They're Military and Police Ships, not Civilian.
Why are Outcasts only unfriendly? They will surely pirate you and kill you with no matter.
