Afaik Manhattan is actually a single city covering entire planet, Coruscant-like.

Or in some cases where the planet is not fully terraformed or some parts are too dangerous/inhospitable, - Endor, Tatooine, Yavin 4.
Personally I consider all landable planets M-Class, Mustafar just screws it all up for me.
