Well, it's possible to request Neutral ID to "dress shop" ship.;)
That makes everything simplier, but I don't think admins are intrested in this.
Maybe later, when shop will gain some popularity...:D

It's possible. By assigning the outfit in newplayer.ini ...when the rep changes the outfit does too...
