Lots of the time, the bad guys aren't even caught by the official lawfuls.

Apart from that, I usually check through the message dump and find some people who've been recurring thorns in our sides.
As for keeping it up-to-date, well, unless a report is made on the registry or message dump, I can't really keep up with all the imfractions. Unless I'm there when it happens of course;)
