I suggest to keep your hierarchical structure as flat as possible. As somebody mentioned before: it's not a military rather than a political faction. Eradicate like two thirds of your ranks and focus more on civilian ranks, such as "Parteimitglied" or "Parteifuehrer/in".
What I want to see, according to the lore is some contact to the Border Worlds and the Edge Worlds from the side of the Bundschuh, who cooperated with the Order during the Nomad War. Keep up good relations to the factions you are in contact with and I think this will have a go.
Some words on the eagle and the Iron Cross: The eagle Dragonego uses is in fact the symbol of the Bundschuh. Even the color fits. Talk to Eternal in case of any doubts.

Please try to be as political as you can. Taking more care in actually prophaganda and media exposure rather than simple piracy.
If you come off as criminals you will not build a good relations with the neighbors once you get the control (ha). But you see my point don't you?
Perhaps for the first time you meet a foreigner trader it is better to divert his route and explain to him why the space blockade was made instead of taking his goods and having him place you in the same box with "Miners that are upset and now shoot things"

What's the basic difference between this and the Volksfront? Why not join the Volksfront if you want to RP as Bundschuh?

I don't think we need another Bundschuh faction, but more people to join the Volksfront and get it active again.
Although this looks good, perhaps you should join the Volksfront and try and improve it? And, either way, I hope we get some more active Bundschuh for the RFP to hang around with.

I agree with Sandvich about us not needing a new Bundschuh faction rather than having people join the VF, but the VF is in a very bad way right now. We have like 5 people and only 2 are at all active. I think maybe some amalgamation with these guys might be a good way to keep it all good for everyone.
Also yeah, less ranks. No one likes ranks.

Why make another faction when the other two that are/have been around struggle with member numbers?
Join the VF. Increase the numbers there.

Propaganda
Keep propaganda personal. Public messaging is fun at first, but gets old fast. Stop a freelancer, talk to him, try to reason, push him into a corner, try some gun-point persuasion. Also, no one will be interested in your views (mostly). What you want to do is to persuade people through credits. Offer him a job, let him trade your goods, offer more permanent position, reveal your political views little by little. Sooner or later RFP will see him, he will be considered Bundschuh collaborator, soon he will be forced to defend himself and he will have no way back soon. It's like taking a bath. It's important not to push the person too much. Dip toes first, get used to water.
Pirating.
You will pirate and that is fine. Great, even. Sure you can always stop a person talk to him and rough him up if he doesn't agree with your take on Rheinland politics, but piracy will always be there as it allows deeper interaction at times. When pirating make sure the captain knows who you are. Tell him:
"We don't normally do this, but we really need these Light Arms. It would be easier for us all if you collaborate"
Then it's back to propaganda. Also, if someone is overly friendly to you, make sure they prove their worth. If you donate out of good heart, help us more. Bring us followers, join yourself? No? Then we'll teach you a lesson, pretender:P
Overall:
I like vanilla. This is vanilla proposal. Simple, clean and to the point as it should be. Regarding criticism... the possibility to join Volksfront remains, but if these guys pull it off and get many enthusiastic members...I'd say then VF should join them instead.
