if the Civilian fires a CD AND hits you, then yes. As it is written down there in the rules.

Though the Civilian can fire CDs all day long as long as he does not hit anybody.

Sometimes I feel that legal text needs to have parentheses to avoid confusion, like a proper predicate.

Notice that there is DISRUPT (as in "attack or disrupt"), not DISRUPTING (as in "by draining or disrupting").

Now it makes perfect sense and doesn't conflict with rule 5.2:
Quote:5.2 All attacks must be the result of some form of role play. "Engaging" is not sufficient. An attack is any hostile action that drains shields to less than 50%. Being hit with a CD is not considered an attack. If a player is attacked he has a right to defend himself regardless of who is attacking.
Rule 5.3 doesn't say that disrupting someone's cruise engine is an attack, only that it is an act that makes an under-level civilian a valid target.

If the person is shipping any amounts of contraband that are worth caring about, that person probably is over level 30, so...no, rules or not.

It's not the commodities, it's the ship. A light freighter can carry a good half million's worth (base value) of cargo and stay under level 30. In fact, expensive cargo can cause the level to drop. Whilst selling it might take the level over 30, it's completely irrelevant until it actually happens.

leave them be. toasting the new players is counter-productive. I have always maintained that the heavy-handed power-drunk indie lawfuls in liberty actually CREATE the lolwuts.

Roleplay with the poor sucker. chase him across the system, eventually he'll respond in a roleplay format, devoid of smileys and 1337, and hen you can say "ah, thats better, i can hear you now"

Alternatively just send him some cash, boom, he's over level, and with a civi id

And then after selling the cargo you can send the credits earned to another character and then you are again under level 30.
