Make it like a fighter pulse cannon. Uses less energy than the Razor, faster refire rate and deals similar shield damage per shot to the shield. That's how Gunboat Pulse/Razor work.

The whole slavery thing is all Disco-Canon baloney. The Outcasts have good technology because they're bloody rich due to cardamine smuggling, and can employ the best engineers in the edge worlds.

Razor already instakills shields, don't need inferno for that.
Also Inferno for outcasts is like del cids for corsairs. Both are same restricted IMO.

The thing is, Inferno is Outcast tech, it's like asking them to make civi Kraken type 2, or asking corsairs to make civi tizonas. It's their tech. And ONLY their tech.
Maybe a civi pulse cannon would be the best to silence people who are arguing about not having infernos available sirius wide.
Let's say: Same shield damage as razors have maybe a bit more (12000~) with 550m/s but almost no hull damage. And call it MiniPulse Cannon or i don't know.

Only ship I use inferno on is my battlesquishy from hell, cause trial nomads dont need a CD (chased away a zoner gunboat in my morph last week).
I never use inferno on my OC cause I use it for pirating.
If I want anything changed, it would be 2 CD/torp slots on VHFs so that you can mount both cd and razor/inferno.
Not much point in having a razor or inferno if the enemy can flee from you any time he wants, really.

Let the Outcast fellas have a unique gun such as the Inferno for themselves....
If you need one to take down fighter/bomber shields the Mini Razor can do the job nicely. You need a gun to take care of capital-vessel shields, then I'm afraid you have to go with the standard debilators or other kinds of shield busters.
People can't have everything available to everyone...
