I have question about this flat rate system.
Example: Group A pays 30 mill flat rate payment to group B to hunt members of group C.
Then? The group B have the reason to PvP whoring group C.
I mean 30 mill is nothing and there is no time restrictions for example 1 month flat rate for 30 mill.

I know one reason for putting an arbitrarily short date is simple - you give people a month, and two months later stuff still isn't done. Just look at the tech chart for examples of that - notice that things were coming was given for more than a month, and yet we're STILL finding ships that aren't done.
I'm quite certain that with our own inefficient way of doing things that the April 1st deadline may be 'hard and fast' as far as saying this is when it takes effect - but I would seriously doubt that many of us will actually do much with it before close to the end of the weekend as far as enforcing it.
The biggest thing is that you all were given a wake-up call to get things done in a timely manner and to not drag your feet about it.
Govedo, as a player and bounty hunter that has been hunted down due to the bounty on us by the unlawfuls - trust me, people will find a way. I think the bankroll behind that one was 1 billion credits, if I recall correctly. In our discussion, we just felt - overwhelmingly - that people posting these little 50K bounties as excuses to PvP were abusing the system. Now it'll at least cost a bit.

My stance on this is: Meh. It's not like it is going to prevent blanket bounties outright, it will just allow no one but the richest in here to do it. Still, it's better than nothing. Good work, gentlemen.

Bounties have needed this to be applied for quite some time. I'm glad to see it coming in at last. Let's just hope it doesn't have the same effect on the BHG as the introduction of the mining mod had on miners...............
