Honestly, what Discovery needs are not more factions, but more players in factions. Pretty much every NPC group has a player faction now, the problem is that nobody is actively playing a bunch of them. Especially the ones that don't involve shooting other people in tricked-out fighters and capships (IE corporate trading factions and police factions)
So what I would advise you to do is join one of those factions.

If you show up with two Blood Dragon Fighters on a lane, the KNF show up with two Gunboats, a Dessie and a couple of fighters.

In my opinion, what do we need...
1) Planetform. ASAP.
2) Gallic population at all, GRN have nothing to do.
3) Kappa monkeys and robots.
4) Orbital Spa & Cruise.
5) More activity at Ageira, weapons developing.
6) I'd like to see Camridge University as another faction. I know, it's represented as Cryer right now, but their diplomacy is different in many ways.
7) One more Kusari corporation (I know, it'll die fast, but should look intresting)
8) News corporation.
