Their activity may be limited to Liberty but I don't see why couldn't he go to another system. Just face the risks of lawfuls and other pirates shooting at him of course.
Edit: Going to another systems just for "travelling" I don't see why not but of course engaging another player on them may be against the rp rules.

As far as i can understand. A xeno can leave liberty space. That doesnt mean that they can pirate outside of Liberty space. Forgive me if that made no sense.
