Remember that we cannot enforce any 'physical' restrictions on neither attacking nor demanding money.
There are two rules, however, that in my opinion should be enforced in any case: New York to remain a free-from-PvP zone and players below a specific level to stay immune from attacks by more advanced players.
I'm intended to raise the maximum PvP-free level from 24 to 29. Level 25 players are no match for any advanced fighter, regarding the fact that ship prices in Discovery were significantly increased.
