No. It doesn't mean there's base building.
I love it without base building actually. Always thought it was strange that you could throw an infinite amount of warriors onto a simple target.

Nothing I would not expect from a THQ Dawn of War expansion - a new playable faction and the same story, only re-skinned. The thing is, people are willing to pay the price short of a full game for one of these.

Looks like they got the wrong Inquistion in there. The Ordo Hereticus (the ordo shown) deals with rogue psykers, whereas the Ordo Mallaeus (grey knights represent) fights with chaos daemons and their marines.
Would be cool if they brought in both though:P
