Why are you neutral to some Pirate factions if you want to rid Sirius of them?

Corsairs in the Shadows eye pirate for the Nations populace due to the food shortage. On the other hand due to recent events i will now list them as hostile. Along with a few other factions acctually.

edit: That should be it. Ive left a few neutral due to some common interest of views on Sirius. Gaians for example just want to protect a planet with life so we respect their decisions. Pirate groups with a meaning and a true cause arnt really deemed hostile by us. But Corsairs at the moment.....
