That would be allowed only IF the character your attacking is tagged as an enemy faction or is a publicly known enemy of the faction. In other words, the target has to know you do not like him, but not that you are going to attack him. Based on what was said previously, you can only do that if the person you disrupt is in a clan that you share open hostilities for, else you have to threaten. I.E. a pirate(No faction) can attack a military target, or another target that they are openly hostile to.
