I may not know much about Gears of War, but I know enough about Halo to know that Spartans are waaaay over-powered. Bungie did a good job of making them (canonically, at least) hyper-lethal killing machines. So unless the Gears folks are more than just "normal soldiers on steroids," as Omicron puts it, Spartans win.

I've read the halo literature, but i have not played the games. I have though played GoW1.
Spartan II's (if you mean those, and not the III's) should win against Gears of War commandos. Other than their huge (physical) shielding and the eventually upgraded energy shield with self-recharge mechanisms which can withstand several seconds of several automatic weapons burst, their abilities are far superior to the standard human, including intelligence, tactical abilities, reflexes, and electronic support in-built in some of the suits versions.
GoW commandos only are standard shock troops with a heavily armored set-up.
