Not speaking as an admin here, as I've already declared a conflict of interest on this one.
But my understanding of this is fairly straightforward...

The implications of this would be that a shihp with X ID, cannot shoot another ship of the same ID, without one of the following two exceptions being in place.

...it is entirely possible to role play rogue LN...
use a generic ID: merc, independent trader, etc
you'll need to make sure your ships are permitted by the ID or/and the controlling faction if they are white tech
