Using the Black Dragon as an undercover vessel is quite silly. It's as distinctive as you can get, it was built for that.

Why not? It's a lot more discreet, if you don't wish to attract attention. Which is what undercover suggests.
I fly a Hogosha Eagle, Eagles are cool with Hogoshan weps.

I avoid conn for a reason.
In Dublin, you cant show up with three Osirises and go FOR THE ORDER and proceed to pwn everything, dock, get regens, repeat.

He is an Order Agent planted in the Hogosha, from what I can gather. (Or going to be.)
He has to pretend to be Hogosha, and do everything they do, whilst relaying information back to The Order.
Why not fly the Black Dragon if he does like it?
