You are going to have to explain why you mention Hull Busters + a GB? when we are discussing shield busting tech.
Because as far as I can tell outcasts have their own hull busting guns. I've also heard they are very good.

I've also heard they will get nerfed. So don't use them as a reason to get some shiny stuff somewhere else if that very reason will be gone in the next mod version.

This is exactly why various factions shouldn't get unique equipment without a very damned good reason. If one faction has it, everyone else would want their own versions. Perhaps Inferno can have a nerfed civilian variant to satisfy the needs to own a similar weapon.
