You can get right up next to it, there are openings, not very big ones. The minefield exist because (InRP) it is a 'highway' for Corsair attacks on 'Casts, and by that being there, it means the capital ships would have to fly around, using precious resources.
That object however, is indeed, unable to be docked with. It's usefulness has yet to be revealed. But it sits on the in between for Outcasts and Corsair's.

Messina Freeport is closer to the sun, 'east' of the minefield if your looking at it from the Theta Hole.
