You cannot have a criminal claim that has not gone to trial added to a civil suit designed to merit the verdict of that criminal case. They are separate. There is no "Attempted Murder" in civil court. If you discard the clause 1 you might have a chance at getting this claim heard. Also you cannot combine separate events against your clients each one must be tried separately.
So if you want me out of your hair for this complaint proceeding you can remove claim 1 and separate the claim against the LSF agents. And I'll show up for that case. We have found insubstantial grounds to warrant a Supreme Court case, and also concluded that you have inconsequentially wasted valuable police and military time. You were found F.U.I of a military grade vessel, and subsequently found as a risk to public safety.
