If it is a civilian ship, all those who might buy it and fly it are involved. Which includes a lot more than a single developer.
If the line is intended to be civilian, it ought to be treated as such and decisions on the design shouldn't be solely down to one person, which includes the ship designer too.
If the Renzu line is intended to be IND, it ought to be treated as such.
