Ships that mapped the bases in 4.84 still have the information logged on their nav maps. New ships cannot aquire this data. There are bribes available, I believe that will show you the location of the base, however I don't think it actually marks it on your Nav Map.

on topic: Yes buying info often maps the base as well. An example: Fort Leniex can be mapped by buying info from the bartender there. There it also maps the undockable stationary spyglass next to it.
