Can you make it just the badge, but make it say BPA in regular, not italic font in the center? Leave the "Bretonia Police" in the ring.

Beautiful, Mike! Now, if we could get a clear background, that would be beautiful...actually, maybe that's just this cheap-piece-of-crap IE 5 browser my school computers use, but if it isn't clear in IE 7 or Firefox it should be.

It's too bright IMO. It doesn't quite have that Bretonian elegance. It looks kinda like the cheesy Liberty logos and stuff.
My suggestions:
-Darken the coloring on the flag.
-Change the texturing on the flag(I would suggest using Filter -> Artistic -> Palette Knife with the settings: Stroke Size=9, Stroke Detail=3, Softness=5)
-Lose the beveling on the flag
-make the text more chrome-y

I don't know...the badge seems kinda dull on its own. It needs something colorful added to it. Maybe on of those ribbon things? You know, like they hang medals from?
