No you cant, well from what the rules seem to say is that you cant be in a clan while creating one. Not too sure about a month or two after the clan you had created was up and running

well because i am in the brotherhood already and my freind keeps harping at me to start our clan up that we have on other servers we are trying to span as many servers as possible but i dont want to leave the brotherhood but i really want to start this faction up. Both the brotherhood and thte faction i want to start are already aligned correctly so i want to know if i could start it

Yeah, that one still baffles me. I have suspected that there is an "english as a second language" issue going on with that rule somehow, but I've never quite figured it out.

Actually, you can.
You can lead a faction and be a member of other factions.
As a matter of fact, there's nothing in the rules against leading multiple factions.
One character can only be in one faction, though. (you can have many characters)
There should be no problem starting up that faction, aside from the common faction making gauntlet, though, there are ways to avoid most of it, it seems.
