The Slave Liner should be a Civilian ship really, and its not just usable by junkers and slavers. Orbital Spa and Cruise are completely free to use them as well as any ID stating they can use any any Liner.
Plus also when 4.86 comes out the Liner limitations are being removed so anyone could get there hands on a slave liner if they wanted to.
