Docking Rings - Quigs - 02-25-2008
I expect they're a low orbital "airlock" that guides ships in (using whatever a tractor beam is) at a fixed trajectory and speed without the risk of bouncing off the atmosphere or burning up; and on the way out they'd guide a ship to a distance where its thrusters could easily accelerate up to escape velocity.
