Depends how you definite "cool".
For me the "coolest" place with correctly RP is mostly not in NY. I would say Omega 49 Gran Canaria if there would be anyone around more often. Poorest "party zone" with huge lack of RP is to sit infront of Malta....(in connection to my experience)

I prefer RP everywhere, even in group channels. The only place I am OORPing is in Conn. Trying to avoid most of OORP as it is possible.
